Spain Film Commission, taking into account the provisions approved since March 13th 2020 by the Government of Spain, and by the regional and local governments, issues the following Information, in order to facilitate the proper interpretation of the adopted measures to all those participating in the filming industry.

The main regulation in this matter, with application to the entire country, is the Royal Decree 463/2020, 14th March 2020, declaring the State of Alarm for the management of the health crisis situation caused by COVID-19.

This Royal Decree declares the suspension of all activities on the public space, with very few exceptions, limited to essential acts for personal or professional life, duly justified. Additionally, regarding commercial, cultural and similar activities, the opening of centers and establishments is suspended, except for specific, individual and basic events, and avoiding the crowds.

The temporary scope of the Royal Decree is set until 29th March 2020, although public statements from authorities already foresee this period to be extended until a still uncertain date.

In attention to these measures, and to other more specific ones agreed by all kinds of authorities, and with the aim of contributing to the prompt resolution of this situation, protecting the health of staff and crew, and of all the people related to the film industry in Spain, Spain Film Commission considers that it is materially and legally impossible to carry out shooting activities in public spaces or in private spaces whose activity has been suspended. Therefore, no filming permits will be provided throughout the whole Spanish territory, until these measures are suspended.

Spain Film Commission, representing the network of Film Commissions and Film Offices of all Spain, kindly requests all our partners to follow these measures, and postpone shootings, scoutings and other operations on location till the end of the crisis. We want to reassure that we will be firmly working before the Government and the regional and local entities to promote initiatives aiming to reduce as much as possible the consequences of this crisis.
